When you wear stockings with a garter belt, do you wear your panties under it or over it?

It’s personal preference and can depend on the style of garter belt.
Some garter belts are easy to remove for use of bathroom facilities so you can wear the underwear under them and not have a lot of difficulty using the restroom. Or if you are only wearing them for a short period of time like a special event it can be easier to wear them this way.
They are often photographed in ads with the underwear under to show off the garter and create the look of smooth lines. Though when I asked women who used to wear them regularly (like before pantyhose were a common thing), they wore their underpants over the garter belt to have less difficulty in going to the bathroom. Now many of these women also wore the girdle like garter belts that were not easy to pull down or unfasten to use a bathroom, so practicality won.
There is also the combination option of garter with attached panties which removes the problem for some.
In the end it depends on the style of garter and what works best for you. Garter belts are not really a good option for skintight or bodycon fashions as the garter straps and fasteners will show through, even if the panties don’t
