Do you wear your panties over or under your garter straps?

Panties have been worn under the garters for historical reasons. Until the 1960s or so, women wore long-form body shapers such as girdles which often came just below the crotch to give a smooth hip line. In order to wear panties at all, they had to go on before the girdle. Then the stockings were attached to the garters which were attached to loops at the bottom of the girdle. A real pain in the everything to go to the bathroom since you had to take the girdle off to get the panties off.
